In 2023, IPAM task groups wrote four policy papers presented at its COP28 side event in Dubai. Together, they offered insights into the negotiations on operationalizing the Global Goal on Adaptation, brought IPAM’s sectoral expertise (cities, agriculture and water) to the elaboration of its thematic targets and indicators, proposed a definition of the boundaries between adaptation and loss and damage, and produced an IPAM statement on Adaptation Metrics for Global Goals.
