Following the closing of the 30th Conference of the Parties in Belém, the IPAM network takes note of the decisions adopted on the Global Goal on Adaptation (GGA) and the outcome of the UAE–Belém Work Programme on indicators.
IPAM welcomes the recognition that adaptation progress must be measured with common, comparable metrics while remaining sensitive to national and local contexts. The adopted indicator list reflects several proposals put forward in IPAM’s two submissions to the work programme (March and July 2024) and in the policy paper presented in Belém.
Three priorities for the operationalisation
- Methodological guidance. Indicators only become metrics when they come with shared definitions, baselines and data protocols — the purpose of the AMME Framework.
- Capacity and data. Developing countries need sustained support to collect, cluster and analyse adaptation data; IPAM will extend its capacity-building programme accordingly.
- Independent expertise. A neutral network of experts, engaged beyond the COP cycle, should accompany the Parties in the review of the framework.
“The Belém decision is a starting point, not a finish line. The next two years will decide whether the indicators become a real instrument of adaptation action.”
IPAM will present a detailed analysis of the outcomes during the 47th meeting of the Tools, Techniques and Member Networking Committee in January 2026, and will invite its 202 individual experts and 16 member organizations to contribute to a joint work plan towards COP31.
